Oh man, every arc in One Piece gets me teary too. I can tell when Oda's trying to induce emotional response, but he makes it so very real and awesome and heartbreaking that it works even though I'm aware of what he's doing.
Gaara's background, though...he's have been fine if he hadn't tacked on Gaara's Uncle-Who-Looks-Like-An-Aunt's dying 'Oh I always hated you :D' speech. That was what put it past the edge of tragedy and into comedy territory.
