I think people dislike her because she takes the role of caretaker upon herself, and parents sometimes have to be strict. I love Toph, but she can be a brat, and Katara calls her out on it. OH NO.
And what's great about Katara is that she has a REASON for being the mother-figure -it's not because she's a girl. I love "The Runaway" for two reasons: it's basically a love song to Katara and how awesome she is, and it calls Toph on her shit and issues.
