It is a unflattering part of his personality that loads of people ignore when writing fic about him, but it looks like it is the most difficult thing to write about in terms of creating the setting. If he is that untrustworthy, then how is he allowed to walk around within the city's walls? Probation and ANBU tracking him is one the solutions (my paticular favorite is the personality tests, and Sasuke failing them), but it is still a risk.
