You're absolutely right. It ISN'T empowering from a feminist pov that Ino is taking over Kiba's body to have sex with Sakura. Honestly, the biggest issue that I PERSONALLY have is that Sakura isn't aware of who's she's having sex with. While I'm to a large extent sympathetic to Ino here, I realized walking to class that Ino's molesting her best friend; Sakura doesn't realize that she's having sex with Ino (Ino even has the classic rapist excuse in the opening sentence).
So... yeah. Very problematic fic, imho. But also hot porn. If you're interested in more straight up yuri, I've written a couple other Ino x Sakura fics that you might enjoy more.
