Sure, you have Murphy who can't go toe to toe with Harry... but then you have Elaine, who likely could, and Lara Wraith, who'd probably wipe the floor with him.
In Burn Notice, in the first season, it seemed that both Fi and Sam were rather hapless and Michael was the only competent one... but that was BOTH FI AND SAM. It wasn't just Fi.
