Oh my god, that is one of the most glorious bastardized boats I have ever seen, and I am something of a professional expert in west coast workboats. I honestly can't tell you what it is -- it's got a mixed hull and a mixed rig.
Looks like a crane on the stern deck, and some sort of hutch that could hold a barbecue or a dive rig... the way that mid-forward deck is cut down looks like a buoy-tending or scientific/dive set-up at a guess, especially with the boom setup.... and that's a lot of radio/radar/etc rig on the pilothouse.
The stern looks tugboat but the bow looks old-time fishing and/or hauling, and the stack is set pretty far back so the engine is far back, which leaves a lot of cargo? room in the bow... I can't tell if that's a shadow or a waterline, but if it's a waterline, then she's riding high and empty in the bow.

Smuggling. Theoretically. I really enjoy Haven, but there are a LOT of examples of writers Not Doing The Research. At one point a character (who should damn well know better) said he was out of "[shotgun] bullets." I almost screamed at my laptop, "they're called shells! Shotgun shells! Even I know that."
