Jin (Zuko's date) was the most notorious for the magic expanding boobs -- some folks have actually worked up explanations in fic for that. But Azula has seemed to wobble back in forth in size quite a bit depending on what outfit they're drawing her in, and most recently TOPH has seemed to have a fair bit of chest in a couple of the latest episodes, which hurts my head a little.
