Female characters:

Faith - I can't remember the last time I saw that much foe yay. Faith is kind of in the same "sexual" category, and is very physical and flirty to the point that I can see it very naturally translated onto both men and women.
Christa (SNK) - her best friend (Ymir) is a canon lesbian, and while it's not clear whether Christa is actually into her or not, there is a lot of subtext between them.
Xena and Gabrielle - This is technically two. ON SCREEN KISS. And the years of loyalty and friendship and sexual tension. That's all I have to say.
Emma and Regina - Oh wait yes I can remember the last time I saw that much foe yay and it was Emma and Regina. Again, technically two, but they have so much chemistry and play off of each other so strongly that I am legit surprised that they are not canon.
Valkyrie (Marvel Comics) - She definitely reads as not 100% straight to me. There are always these quotes like "Women don't need men for pleasure; they can pleasure themselves just fine", and like, you can't get me to believe there have not been lesbian liaisons between the Valkyries. The same goes for Diana in the DCU, but I think that really depends on which writer is at the helm.
Sansa Stark - I just see her as only having sexual relationships and being close with girls.

Seconded on Kate! It has definitely been odd to me that we have, like, three (four, if you count Loki) queer characters on Young Avengers right now, but none of them are women.

I would also definitely second Jess. I would throw Carol in there, except I still haven't made up my mind about how I read her sexuality. It's weird, because there are some writers and artists who I think interpret her as really butch and others who interpret her otherwise. Like, during her and Jess' first appearance in Hickman's Avengers run, like, I legit thought they were going to start making out on-camera. In Captain Marvel, Carol seems pretty ace to me. I also have a hard time shipping Carol and Jess because of Jess' commitment issues.

There also are apparently conflicting internet reports as to whether Natasha Romanov (comics) is canon bi or not. While I also don't think sex is the most important part of her life anymore, I do read her as bi.
