There was a fan convention (or something like that) with the whole cast present, and Joss explained that it's filmed in black and white because the whole thing was done on a budget, and they just didn't have the resources to muck around with special effects. What it comes down to is problems with the lighting, and trying to get scenes to match up when they only had a limited time frame to work in. If they'd filmed in colour, they would have had to match up the lighting digitally, otherwise the colour contrast would have been off and it would have looked ridiculous.
This way, they were able to circumvent such technical issues and the film noir aesthetic helps develop the ambience they were going for.
