Yep. I can't help but feel happy about that... especially because I think I enjoy Steph's Spoiler vigilante identity more than a lot of other people do.

Not yet. Her run in the Robin comics is fun but quaint and I have yet to read her run as Spoiler in Cass' Batgirl series.

It's more of a characterization thing? Her titles related to the Bats are transient (she was fired as Robin, she's going to pass on the mantle of Batgirl) but Spoiler - that's her refusing her father's legacy and fighting crime on her own, and that's something Bruce and Tim can't take away and have no right to comment on (although THEY DO).

Yeah, that is interesting, the aspect of having chosen it herself as a statement against her family's legacy rather than being connected to Batman and his legacy.
